IDA negotiated with the City of East Chicago to acquire this 55-acre Superfund site in East Chicago and, upon assumingits environmental liabilities, took over and implemented the EPA Record of Decision (“ROD”). IDA led extensive negotiations with potentially responsible parties (PRPs) regarding liability transfer, negotiating with USEPA regarding redevelopment of the Superfund site, delisting efforts, and covenants not to sue.
IDA’s responsibilities included: site environmental assessments; sampling and analysis; remedial action work; plan development and implementation; extensive earthwork, including excavation and removal of contaminated soils; and the projected import, placement, and compaction of ~400,000 tons of fill material.
Remediation work includes hazardous and non-hazardous waste removal; installation of clean cap material; and integration of future subsurface development work with site environmental conditions. Expected investment in the project is upwards of $50-million with over 500 long term jobs.
