McElroy’s Run Impoundment

IDA Power, through a wholly owned subsidiary, acquired the McElroy’s Run Impoundment pursuant to a liability assumption agreement with FirstEnergy Corp. McElroy’s Run is located near the community of Willow Island in Pleasants County, West Virginia. It receives Coal Combustion Residuals (CCRs) from the Pleasants Power Station which is located approximately a mile west-northwest of the Impoundment. The Impoundment is regulated under the West Virginia Department of Environmental Protection (WVDEP) Solid Waste Division, and the National Pollutant Discharge Elimination System (NPDES).

The acquisition transaction required IDA Power to take over ownership and responsibility for the property while assuming all environmental liabilities associated with the facility. The McElroy’s Run Impoundment area is approximately 250-acres and contains approximately 28,000,000 cubic yards of CCR within its footprint.

IDA Power intends to close the Impoundment by leaving the CCR in place and installing a final cover system and stormwater collection features. This will be accomplished by meeting the Federal requirements of §257.102 and any additional requirements imposed by the WVDEP. Upon final closure of the impoundment, IDA Power will provide post-closure care activities including groundwater monitoring, operations, and maintenance for the site for 30 years.
